Norma Jeanne Gahan was born in Danbury, Iowa, on August 21, 1931, to John LeRoy and Maysil Evelyn (Rydson) Gahan. They farmed in the Danbury and Britt area for several years, and in 1944 moved to the Forest City area. She graduated from Forest City High School in 1949. She attended Hamilton Business College until there was a job opening in Forest City at the Winnebago County Engineers office. She worked there from 9 am to 5 pm, six days a week.
She met Connie D. Burgardt at the Surf Ballroom when he asked her to dance. They were married at the Forest City Methodist Church on March 6, 1955. They farmed in the Britt area where they raised their four children. She was a member of the Evangelical Free Church, Women's Missionary Society, taught children's Sunday school, and served as a leader of one of the women's work groups. She was also a member of the Legion Auxiliary, and helped her husband set up the Food Bank in Britt.
